You can specify the height of the footer in The height of the footer height is determined by the footer height settings. Footer height settings are accessed from the scaffolding tab of the scaffolding settings dialog.

Enter the scaffolding settings dialog.
In the footer height box, enter the new height value.
Your footer height will change according to the value you enter.
