ASCE 7-16 recommends that a standart building be designed to satisfy one performance objectives, life safety it has been subjected to two-third of the Maximum Considered Earthquake (MCER) shaking level.

Starting with the 2010 edition of ASCE 7, the seismic design values for most locations in the United States have been adjusted so that structures having standard collapse fragility (thought to be a lower bound on the actual fragility of code-conforming structures) will have a collapse probability of 1% in 50 years.

In this step, according to ASCE 7-16, it is shown that Life-Safety performance level and strength based design is selected as the evaluation / design approach automatically.
